Tao Chen is Associate Professor in the eGovernment Research Center in the College of Public Administration at Huazhong University of Science & Technology in Wuhan (Hubei province), China. Tao received his PhD degree in Information Systems in 2007 from the College of Management, Huazhong University of Science & Technology in 2007. He has been conducting research on IT outsourcing, IT service standardization and Smart City in China. Tao has published in International Journal of Project Management and Information Systems Journal. He had visited the Computer and Information Systems Department at Georgia State University for one year in 2012. Tao has a great interest in traditional Chinese culture, including Chinese classical medicine, Taoist philosophy and Tai Chi.
